1. É o instrumento jurídico hábil para a formalização, entre órgãos e/ou entidades da Administração Pública ou entre estes e entidades privadas, com ou sem fins lucrativos, de interesse na mútua cooperação técnica, visando a execução de programas de trabalho, projeto/atividade ou evento de interesse recíproco, da qual não decorra obrigação de repasse de recursos entre os partícipes;
